State Health Department Announces Funding for HIV/AIDS Services
Grant Awards Will Support Services to Substance Users at High Risk of Contracting, Transmitting HIV
ALBANY, July 31, 2002 – New York State Health Commissioner Antonia C. Novello M.D., M.P.H., Dr.P.H. today announced grant awards totaling $8.5 million to organizations in New York City and across New York State to support essential services to New Yorkers infected or affected by HIV/AIDS, and specifically, those who are at highest risk.
"No State spends more to fight HIV and AIDS than New York, and these awards demonstrate, once again, our commitment to ensuring that essential health services are available to those who need them most," Dr. Novello said. "We applaud the staff and volunteers of the recipient organizations and encourage them in their important work."
Dr. Novello said that injection drug use is the single largest risk factor for HIV/AIDS in New York State. New York’s strong support for initiatives to help substance users get into drug treatment, receive health care, and learn how not to infect their partners will dramatically reduce the impact of HIV/AIDS in our State, and will save lives.
The awards represent both State funding and federal dollars obtained by New York State. Grant recipients were selected as a result of a competitive Request for Applications process, based on their ability to address urgent health issues affecting substance users at high risk for HIV/AIDS, including primary care, case management, outreach and prevention services. Funds will be targeted as follows:
- $2.7 million of State and Centers for Disease Control and Prevention (CDC) funds will support prevention services for persons in drug treatment; including education, counseling and testing, partner notification and supportive counseling.
- $1.6 million of State and CDC funds will support outreach and prevention services for substance users not in treatment, as well as to help smaller drug treatment programs develop the capacity to provide prevention and counseling and testing services for their clients.
- $3.8 million of State, Substance Abuse and Mental Health Services Administration, and Ryan White Title I funds will support HIV primary care and case management at drug treatment programs where there are large concentrations of persons with HIV and AIDS.
- $375,000 of State funds are directed to create new and innovative services for helping active injection drug users get into drug treatment and access HIV primary health care.
A total of 28 agencies–some of them providing more than one category of services–will receive awards in the following amounts:
