A New Option To Electronically File The Bad Debt and Charity Care (BDCC) Independent Accountant's Report On Applying Agreed-Upon Procedures (Report)
This letter is to inform you of a new Internet website application that allows eligible independent licensed/certified public accountants, who perform BDCC agreed-upon procedures engagements for New York State hospitals, to file the Accountant's Report electronically.
The e-filing program enables authorized users to data enter Report information and electronically sign (certify) and submit Reports. It concludes with an email confirmation notice with the submitted Report attached, to the authorized Accountant, Department of Health and affected hospital, indicating successful transmission of the Report. The software is free of charge and technical assistance is available to answer your questions.
To establish your account, you will need to complete and submit the enclosed Attachment 2.12 and, where appropriate, a completed Attachment 2.12b to the Office of Pool Administration at the address provided on the form. Also enclosed are instructions for completing the Attachments and the e-filing user manual. Upon receipt of the Attachment 2.12 and/or 2.12b, the Office of Pool Administration will then assign a secure User ID and Password to you via return mail (USPS).

The Report e-filing application is designed to be user friendly. We encourage you to take advantage of the benefits of electronic filing.
