- September 24, 2009 - Notice to Electing Payors, TPAs and Providers: The hcrapools.org website will allow the submission of the Annual 2009 Public Goods Pool report beginning on January 1, 2010. The January 2010 monthly report will be available for submission beginning on February 1, 2010. The schedule of report and payment due dates are available under "Schedule of Reporting Forms and Payment Due Dates". If you have any questions concerning electronic filing, please contact the electronic filing Help Desk at (315) 671-3800 or via e-mail at webpools@hcrapools.org.
- September 9, 2009 IMPORTANT NOTICE TO ALL PAYORS, TPAs, and PROVIDERS: In an effort to disseminate information in a more timely manner, the HCRA program will, whenever possible, communicate information to Payors, TPAs, and Providers via email. It is very important to keep your email addresses current. If you do not have a current email address on file with us or if you need to edit your email address, this information can be completed through the "Maintain Email Addresses" option available on the Office of Pool Administration (OPA) website. Please be aware, if you have a "spam blocker" active on your PC, you will need to allow the OPA email address (hcrapools.org) to pass through to the intended recipient. If you need assistance with this, please contact the OPA at (315) 671-3800.
- July 10, 2009 - The HCRA forms page has been updated to reflect the revised DOH - 4399 Payor Election Application due to the statutory change enacted in the 2009- 2010 State Fiscal Year Budget. HMOs and insurers licensed outside New York State, authorized to write accident and health coverage with an expense incurred inpatient hospital component, now have a covered lives obligation effective April 1, 2009.
- April 10, 2009 - The statutory changes to the New York Health Care Reform Act (HCRA) of 2000 as outlined in Mr. John Ulberg's April 1, 2009, letter to electing payors, providers, and TPAs, have officially been enacted in the 2009-2010 State Fiscal Year Budget.
- February 12, 2009 - Letter to electing payors and TPAs regarding the recent passage of Governor Paterson's Deficit Reduction Plan impacting the HCRA 2009 Covered Lives Assessment and the October 2008 - March 2009 Covered Lives Supplemental Assessment.
- December 3, 2008 - Letter to Electing Monthly Payors regarding the end of month Covered Lives Enrollment Option. A DOH-4459, Covered Lives Enrollment Option form, is required if a monthly Payor chooses to report their covered lives enrollment as of the end of the month. This form has been added to the HCRA forms page.
- November 25, 2008 - Notice to Electing Payors, TPAs and Providers: The www.hcrapools.org website will allow the submission of the Annual 2008 Public Goods Pool report beginning on January 1, 2009.
