Medicaid Managed Care for People with HIV and AIDS

Most people with Medicaid coverage must access Medicaid benefits through managed care plans. However, for people with Medicaid and HIV or AIDS, enrollment in managed care is voluntary at this time. These individuals can either choose to enroll in a managed care plan or stay in regular "fee-for-service" Medicaid. There are some people who may not join Medicaid managed care and must stay with regular Medicaid.

The Department of Health's Office of Health Insurance Programs and the AIDS Institute have been meeting with Medicaid beneficiaries, health care providers, community organizations, people living with HIV/AIDS and others to talk about how people with HIV or AIDS currently get their Medicaid benefits. During these forums, there have been many questions about how managed care works and how it differs from regular Medicaid.  The Department of Health has asked the federal Centers for Medicare and Medicaid Services (CMS) for permission to require people with Medicaid and HIV or AIDS to join managed care plans in the future.  However, until the Department of Health receives CMS approval, managed care enrollment is still voluntary for people with HIV or AIDS.
