November 12, 2009 1:30 p.m. - 4 p.m. State Trauma Advisory Committee (STAC) The State Trauma Advisory Committee provides advice to the Commissioner and Department on trauma-related issues. The Committee is comprised of trauma professionals that meet quarterly to discuss, problem-solve and research current issues in the trauma system. None

November 13, 2009 10 a.m. - 1 p.m. Public Health Council The Public Health Council is statutorily authorized to consider any matter relating to the preservation and improvement of public health. The Council is responsible for reviewing and approving proposed health care facilities. The Council, in partnership with the State Hospital Review and Planning Council and the Department of Health, oversees the Certificate of Need process. The Council is also responsible for the promulgation of regulations under the NYS Sanitary Code. These regulations encompass communicable diseases, drinking water supplies, qualifications of health personnel, maternal and child health, food service establishments, environmental diseases, AIDS, and more. November 18, 2009 11 a.m. - 3 p.m. The New York State Council on Human Blood and Transfusion Services The New York State Council on Human Blood and Transfusion Services enacts and amends regulations affecting the safety of blood in New York State, subject to approval by the Commissioner. These regulations include Blood Banks (Subpart 58-2) and Hematopoietic Progenitor Cell Banks (Subpart 58-5). The Council also develops practice guidelines for the use of blood. None

November 19, 2009 10 a.m. - 3 p.m. State Hospital Review and Planning Council The State Hospital Review and Planning Council is responsible for reviewing and making recommendations on Certificate of Need (CON) applications for the establishment, construction, additions, renovations of new (current) medical facilities and residential health care facilities in addition to, Article 36 certified home health care agencies and Article 40 hospice establishment and construction applications. The Council also has the authority to adopt and amend rules and regulations relating to medical facility operational and structural standards and rates of reimbursement. None

December 1, 2009 1:30 p.m. - 4 p.m. State Emergency Medical Advisory Committee The State Emergency Medical Advisory Committee develops and recommends to the State Emergency Medical Services Council statewide minimum standards for medical control; treatment, transportation and triage protocols, including protocols for invasive procedures and infection control; and the use of regulated medical devices and drugs by emergency medical services personnel. The Committee also reviews protocols developed by regional emergency medical advisory committees for consistency with statewide standards. None

December 2, 2009 9 a.m. - 12 p.m. State Emergency Medical Services Council The State Emergency Medical Services Council has the power, subject to approval by the Commissioner, to enact, amend, and repeal rules and regulations establishing minimum standards for ambulance services, ambulance service certification, advanced life support first response services, the provision of prehospital emergency medical care, public education, the development of a statewide emergency medical services system, the provision of ambulance services outside the primary territory specified in the ambulance services' certificate, and the training, examination, and certification of certified first responders, emergency medical technicians, and advanced emergency medical technicians. December 4, 2009 10:15 a.m. - 3 p.m. Early Intervention Coordinating Council (EICC) Meeting The Early Intervention Coordinating Council was established to advise and assist the Department in the administration of the Early Intervention Program and to improve the appropriateness and quality of early intervention services being delivered to children and families, assure accountability and cost-management of the service delivery system, and increase the efficiency of local and state administration.
