The Establishment Committee of the Public Health Council will meet at 10:00 a.m., at the New York State Department of Health, 90 Church Street, 4th floor, Meeting Rooms 4E03/4E04, NYC, NY.

The Establishment Committee of the Public Health Council regularly meets prior to the full Public Health Council meeting to review and provide recommendations on:

  1. Certificate of Need applications for the establishment or establishment and construction of new health care facilities,
  2. Certificates and Amendments to Certificates of Incorporation, and
  3. Applications for Licensed Home Health Agencies.

The Committee also deliberates on issues related to the delivery of care in health facilities (including freestanding ambulatory surgery (ASC) and end stage renal dialysis (ESRD) facilities) and reviews position papers governing the need for, and extent of services, provided.

The New York State HIV Prevention Planning Group (PPG) will meet on August 27, 2008 at 10:30 a.m. and on August 28, 2008 at 9:00 a.m. at the Marriott Hotel, Albany, New York.

The PPG assists the New York State Department of Health AIDS Institute in identifying priority HIV/AIDS prevention needs and in planning culturally appropriate, scientifically sound HIV prevention services that address those needs at the community level. Planning Group members represent all geographical areas of the State, and all walks of life. They include HIV-infected individuals, others who have been or may be affected by the epidemic, as well as HIV/AIDS service providers, technical experts, and representatives of local government agencies.

The NYS Breast and Cervical Cancer Early Detection and Education Program Advisory Council, The Prostate & Testicular Cancer Detection and Education Advisory Council and the Ovarian Cancer Information Advisory Council, will hold a joint meeting at the Crowne Plaza in Albany NY. The public portion of this meeting will be held from 11:30 a.m. to 1:00 p.m.

There will be no videoconferencing for this meeting.

The New York State AIDS Advisory Council will meet from 10:30 a.m. - 1:00 p.m. on September 11, 2008 at the New York State Department of Health, 90 Church Street, 4th floor, 4CRB, New York, New York. The meeting will also be webcast per Governor's Executive Order No. 3 at http://www.nyhealth.gov/events/webcasts/

The New York State AIDS Advisory Council (AAC) was created in 1983 by Public Health Law, Article 27-E, Section 2778. The AIDS Institute was also created by Article 27-E of the Public Health Law, Section 2276. The Council consists of 17 representatives from the public, educational and medical communities, local health departments and nonprofit organizations, including the advocacy and service community.

The Public Health Council Ad Hoc Committee to Support the Prevention Agenda toward the Healthiest State will meet immediately following the full Public Health Council meeting at the New York State Department of Health offices at 90 Church Street, 4th Floor, Rooms 4E03 & 4E04, New York City. This Committee has been established to support the implementation of the Prevention Agenda. It will consider progress toward Prevention Agenda goals and identify strategies that can be implemented at state and local levels to support this initiative.

The Maternal and Child Health Services Block Grant Advisory (MCHSBG) Council meeting will be held at 10:00 a.m. at the Binghamton State Office Building, 44 Hawley Street, Binghamton, NY.

The Council serves in an advisory capacity to the Department in the administration of funds under Title V of the Social Security Act, also known as the Maternal and Child Health Services Block Grant and assists the Department to fulfill Title V requirements for public input. New York's Title V program employs strategies to identify the need for various levels and types of services for pregnant women, mothers, infants and children, including children with special health care needs.

To register for the public comment period, send an email to Ms. Jayne Keneston by Friday, September 5, 2008. Ms. Keneston can be reached at (518) 473-4441 or at jxk14@health.state.ny.us. Oral comments may not exceed 10 minutes and should be accompanied by two written summaries of the comments. Written testimony by persons unable to attend is also welcome and will be read into the record. All testimony (oral or written) should begin with the individual's name, affiliation (if applicable), and city/town of residence and be submitted to jxk14@health.state.ny.us or faxed to (518) 473-2015 no later than Friday, September 12, 2008.

The Traumatic Brain Injury Services Coordinating Council (TBISCC) will meet from 10:00 a.m. – 2:30 p.m. at the NYS Department of Health, 161 Delaware Avenue, Delmar, NY 12054.

The TBISCC is charged with recommending to the Department of Health long range objectives, goals and priorities. It shall also provide advice on the planning, coordination and development of services needed to meet the needs of persons with traumatic brain injury and their families.
