The New York State Immunization Advisory Council will meet on November 5 from 1:00 p.m. to 2:30 p.m. at the New York State Nurses Association, 11 Cornell Rd., Latham, NY.

The Council advises the Governor and the NYS Legislature on matters related to immunization of children, adolescents and adults.

The Nursing Facility Medicaid Reimbursement Workgroup will meet from 1:00 p.m. – 3:00 p.m. at the Empire State Plaza, Concourse Level, in Conference Room 125 (located near the entrance to the Corning Tower and the Nurses Station) in Albany.

The Workgroup was created by Section 48 of Chapter 109 of the Laws of 2006 and modified by Section 65-a of Part A of Chapter 28 of the Laws of 2007. It is charged with developing recommendations relative to implementation of a revised rate methodology, issues surrounding Medicare and rightsizing of the nursing facility industry and any other issues as determined by the Commissioner of Health.

The New York State AIDS Advisory Council will meet from 10:30 a.m. - 1:00 p.m. on November 12 at the New York State Department of Health, 90 Church Street, 4th floor, Conference Room 4A & 4B, NYC.

The New York State AIDS Advisory Council (AAC) was created in 1983 by Public Health Law, Article 27-E, Section 2778. The AIDS Institute was also created by Article 27-E of the Public Health Law, Section 2276. The Council consists of 17 representatives from the public, educational and medical communities, local health departments and nonprofit organizations, including the advocacy and service community.

The Public Health Council will hold a meeting at 10:00 a.m. at the New York State Department of Health offices at 90 Church Street, 4th Floor, Rooms 4E03 & 4E04, New York City.

The New York State Coordinating Council for Services Related to Alzheimer's Disease and Other Dementias, will meet at the Office of Long Term Care from 1:00 p.m. to 4:00 p.m., located at 161 Delaware Avenue, Delmar.

The Council is charged with developing a comprehensive New York State action plan outlining issues and proposing recommendations related to the identification and treatment of Alzheimer's disease and other dementias in the community. The Council will also identify strategies to improve service delivery for individuals with dementias, their families and caregivers.

The Early Intervention Coordinating Council Reimbursement Advisory Panel will meet from 10:15 a.m. to 3:00 p.m. at the Holiday Inn Express Hotel and Suites, 8 Empire Drive, East Greenbush, NY 12061.

The Early Intervention Coordinating Council (EICC) is established in Public Health Law to advise and assist the NYS Department of Health as lead state agency for the Early Intervention Program which provides services to infants and toddlers with disabilities and their families. As directed in Section 2553.2 of the Public Health Law, the EICC will convene a reimbursement advisory panel to assist the council in advising the department regarding payment methodologies "to promote the efficient, economical, productive and stable delivery of early intervention services".

The New York State Council on Human Blood and Transfusion Services will meet in the 1st floor conference room at the Center for Medical Science, 150 New Scotland Avenue, Albany, NY at 11:00 a.m.

Agenda items include reports of two meetings of the Blood Services Committee, consideration of a new guideline addressing the interfacility transport of patients requiring blood transfusions, disaster preparedness planning efforts, measures to decrease reactions in teenaged donors, and revision of two Council guidelines -- "A Physician's Guide to Transfusion Options" and "Guidelines for Training Personnel for Performing Intraoperative Blood Recovery Procedures."

The following is a list of Committees of the State Hospital Review and Planning Council that will meet in Meeting Rooms 2-4, Concourse Level, Empire State Plaza, Albany.

  • The Major Medical Equipment and Appropriateness Review Committee (MME&ARC) will meet to receive a presentation by Jay S. Loeffler, M.D., Chair, of Radiation Oncology at Massachusetts General Hospital. Dr. Loefller will review the clinical effectiveness and the future of proton beam therapy. The purpose is to discuss the desirability and feasibility of a proton bean center in New York State.

    The meeting will take place from 10:00 a.m. to 11:30 a.m. Those wishing to speak should contact John Milliren at jwm06@health.state.ny.us or Julia Richards at jgr01@health.state.ny.us. Speakers will be limited to 5 minutes.

    The purpose of this Committee is to develop and review appropriateness standards (Part 708) for various services. The Committee evaluates high technology equipment and advises the Council on such specialized services as organ transplants.   • The Planning Committee will take place from approximately 11:30 a.m. to 12:00 p.m. , or immediately following the above scheduled MME&ARC meeting . The committee will review and discuss a draft survey to hospitals with respect to ventilator beds.

    The purpose of this Committee is to advise the Council on need-methodologies, health facility plans, and emerging health care issues.   • The Project Review Committee will meet at approximately 12:00 p.m. to 2:00 p.m. or immediately following the above scheduled Planning Committee.

    The purpose of this Committee is to review Certificate of Need applications involving construction, service changes or establishments. A recommendation from the Project Review Committee will be presented to the State Hospital Review and Planning Council on Thursday, December 10, 2009 at 10:00 a.m., also located in Meeting Rooms 2-4, Concourse Level, Empire State Plaza, Albany.   • The Fiscal Policy Committee has been CANCELLED. The purpose of this Committee is to review proposed changes to Part 86 of the State Hospital Code concerning medical facility rates of reimbursement. Anyone seeking further information on this Committee may phone Karla Knuth at (518) 473-8822.
  • The Information Systems Review Committee has been CANCELLED. The general purpose of this Committee is to advance a framework for CON to ensure interoperable health information technology is an underpinning to health care delivery and supports health care stakeholders.   • The Codes and Regulations Committee will meet CANCELLED. The purpose of the Committee is to review new or revised regulations relating to medical facility operational and structural standards, including quality of care and the need for the facilities and/or services.
