The New York State Immunization Advisory Council will meet on July 2 from 1:00 p.m to 2:30 p.m. at the New York State Nurses Association, 11 Cornell Rd., Latham.

The Council advises the Governor and the NYS Legislature on matters related to immunization of children, adolescents and adults.

The Public Health Council Ad Hoc Committee to Support the Prevention Agenda toward the Healthiest State will meet on Friday, July 17, 2009, immediately following the full Public Health Council meeting at the New York State Department of Health offices at 90 Church Street, 4th Floor, Rooms 4E03 & 4E04, New York City.

This Committee has been established to support the implementation of the Prevention Agenda. It will consider progress toward Prevention Agenda goals and identify strategies that can be implemented at state and local levels to support this initiative.

The following is a list of Committees of the State Hospital Review and Planning Council that will meet at the Department of Health, Meeting Room 4E03 & 4E04, 4th Floor, 90 Church Street, New York City:

  • The Project Review Committee will meet at 10:00 a.m. to 12:00 p.m. The purpose of this Committee is to review Certificate of Need applications involving construction, service changes or establishments. A recommendation from the Project Review Committee will be presented to the State Hospital Review and Planning Council on Thursday, August 6, 2009 at 10:00 a.m. Anyone seeking further information, or wishing to speak may phone Julia Richards at (518) 402-0964.
  • The Codes and Regulations Committee will meet at 12:15 p.m. to 1:15 p.m. The Committee will be Emergency Adopting regulations pertaining to Subpart 66-3 and Sections 405.3, 751.6, 763.13, 766.11 and 793.5 – HCP Influenza Immunization Requirements. In addition, the following topics will be presented for discussion: Cardiac CON; Hospital Acquired Infection; Home Care Registry.

    The purpose of this committee is to review new or revised regulations relating to medical facility operational and structural standards, including quality of care and the need for the facilities and/or service.   • The Planning Committee will meet at 1:15 p.m. to 2:45 p.m. The purpose of this meeting is to receive comments from the public on the revised 709.3 nursing home bed need methodology. Attached are the revised regulations and the background paper responding to the need methodology. Anyone wishing to speak should submit their presentation by Noon, Tues., July 21, via e-mail to nnn01@health.state.ny.us. Presenters are limited to 5 minutes and should bring 35 copies of their presentation for members and staff.   • The Information Systems Review Committee will meet immediately following the Planning Committee. The Committee will discuss the implementation of CON Health IT requirements and policy implications; and will also discuss the draft "meaningful use" criteria for e-Health Records (EHRs) recently released by the U.S. Department of Health and Human Services (HHS).

    The general purpose of this Committee is to advance a framework for CON to ensure interoperable health information technology is an underpinning to health care delivery and supports health care stakeholders.   • The Fiscal Policy Committee has been Cancelled. The purpose of this Committee is to review proposed changes to Part 86 of the State Hospital Code concerning medical facility rates of reimbursement. Anyone seeking further information on this Committee may phone Karla Knuth at (518) 473-8822.
  • The Major Medical Equipment and Appropriateness Review Committee has been Cancelled. The purpose of this Committee is to develop and review appropriateness standards (Part 708) for various services. The Committee evaluates high technology equipment and advises the Council on such specialized services as organ transplants. The Nursing Facility Medicaid Reimbursement Workgroup will meet from 1:00 p.m. - 3:00 p.m. in Conference Room 1432 of the Corning Tower Building, Empire State Plaza, Albany.

The Workgroup was created by Section 48 of Chapter 109 of the Laws of 2006 and modified by Section 65-a of Part A of Chapter 28 of the Laws of 2007. It is charged with developing recommendations relative to implementation of a revised rate methodology, issues surrounding Medicare and rightsizing of the nursing facility industry and any other issues as determined by the Commissioner of Health.

The State Hospital Review and Planning Council will meet at 10:00 a.m. at the New York State Department of Health, 90 Church Street, 4th Floor, Rooms 4E03 & 4E04, NYC.

The purpose of the meeting is to consider final action on amendments to State reimbursement rules and the State Hospital Code and to make recommendations on applications for the establishment and/or construction of health care facilities.

The 31-member Council, appointed by the Governor, is responsible under the Public Health Law for developing operating standards for hospitals, nursing homes and other health care facilities. It also makes recommendations on applications for establishment of new health facilities and other matters pertaining to health care institutions.

Council agendas are available for public review at the Area Office of the Office of Health Systems Management.
