New York State Drinking Water State Revolving Fund Intended Use Plan
Draft Amendment #1 to the Drinking Water State Revolving Fund Intended Use Plan issued September 30, 2008 was published in the December 3, 2008 issue of the Environmental Notice Bulletin. The comment period for the Draft Amendment #1 closed on December 18, 2008. The New York State Department of Health received no public comments pertaining to this amendment. Therefore, the amendment to the Drinking Water State Revolving Fund Intended Use Plan is final as shown below:
"The New York State Department of Health (DOH) and the New York State Environmental Facilities Corporation (EFC) amended the Drinking Water State Revolving Fund (DWSRF) Final Intended Use Plan (IUP) dated September 30, 2008 to adjust the estimated project costs for five DWSRF projects and to revise the project score for three DWSRF projects listed on the Project Readiness List. Project descriptions and explanations of the reason for the project cost revisions and scoring changes are included in the table below:

The cost increase is needed to reflect the closed short-term financing which occurred on 10/02/2008 and was $500 higher than the $13,960,000 that was listed in the IUP. In addition, The NOTE: "Short - Term Loan Closed, Project Cost Shown is Remaining Balance Not Funded With Short Term Loan" appeared in the IUP in error since the financing did not take place until 10/02/2008 and did not take effect until after the short term financing closed. This amendment corrects this error, lists the final cost as $0, and increases the total project cost by $500 since the total short term financing was $13,960,500. |

The Department has determined that the project cost revisions and project scoring changes are necessary and reasonable. Although the project priority rankings were altered to accommodate the scoring revisions to three projects, these project changes will not adversely affect any other project on the IUP Project Readiness List above the funding line. Except for the above-noted changes, there are no other changes to projects listed on the Project Readiness List or to the project priority rankings."
