Project WAVE (War Against the Virus Escalating) New York

What is Project WAVE?

Project WAVE was started in Houston, Texas by former radio manager Mr. Ernest Jackson, Jr. as a response to the disproportionate impact of HIV/AIDS in the African American community and in other communities of color. The project was adopted in 2001 by the New York State Department of Health (NYSDOH) AIDS Institute and a group of New York State-funded AIDS service organizations. Beginning in New York City, Long Island, and Westchester County, Project WAVE has now expanded its reach statewide.

Project WAVE coordinates the efforts of its partner organizations (radio stations, health departments and HIV/AIDS service providers) to reach people in communities of color to raise awareness about the importance of knowing your HIV status, and about the availability of HIV counseling, testing and partner notification assistance services.

Project WAVE partners expand awareness about HIV, emphasizing the importance of knowing your HIV status through radio station promotion at community events. Member agencies participate in these events providing HIV education, counseling and testing. Radio stations promote the events on the air and through live, onsite presence and provide pre-and post-test incentives for participating consumers.

In 2005, Community Health Action of Staten Island contracted with NYSDOH to assume the day-to-day management of the project.

Project WAVE NY's primary goal is to support and enhance community-level HIV counseling and testing events by its member agencies through incentives and other types of assistance, such as "testing for tickets" events (concert tickets, sport events, theatre tickets), movie tickets, MetroCards, and gift certificates.

How can you become a Project WAVE New York Partner?

All providers of HIV/AIDS services, particularly those providing HIV prevention, counseling and testing; local health departments; and radio and television stations serving communities of color are encouraged to become Project WAVE New York partners.

Why do we need Project WAVE New York?

As of December 2004, 167,452 New York State residents were diagnosed with AIDS.

Persons of color accounted for 124,321 or 74% of all those diagnosed with AIDS in New York. According to the estimated population for New York State for 2004, persons of color represent about 40 percent of New York's population. Of the 2,359 cases of pediatric AIDS, 2,127 or 90% are babies of color. Of the 4,992 cases among youth (persons ages 13-24), 4,121 (83%) are persons of color. There are 41,374 cases among women and 35,593 (86%) are persons of color.

Project WAVE New York Partners include:

The New York State Department of Health, Local Health Departments and more than 130 HIV/AIDS Community-Based Service Providers in New York City, Long Island, Westchester and Western New York.

Project WAVE NY Radio and Celebrity Partners
Project WAVE NY has collaborated with several artists and television actors to provide public service announcements. Artists include Alicia Keyes, LL Cool J, Snoop Dog, Cedric the Entertainer, Max Gomez (WNBC Health and Science Editor), Judge Madelin Milian (People's Court), and Lupe Oniveros.

Member agencies are invited to view or download Project WAVE public service announcements. Project WAVE NY has partnered with several NYS radio stations, including Emmis Broadcasting Corporation (WLIB), Hispanic Broadcasting Company (WADO), and Inner City Broadcasting (WBLS).
