2009 Statewide Coordinated Statement of Need and Comprehensive Plan
The federal Health Resources and Services Administration (HRSA) requires each state to prepare a document - - the Statewide Coordinated Statement of Need (SCSN) - - providing a summary of service needs across the spectrum of care for HIV positive persons, and to develop a comprehensive plan, in accordance with mandates in the Ryan White HIV/AIDS Treatment Modernization Act. In response to this requirement and as the Ryan White Part B grantee, the New York State Department of Health AIDS Institute is pleased to present the 2009 SCSN and Comprehensive Plan. This document was developed based on a series of listening forums convened in regions throughout the State, local and regional needs assessments, as well as planning and evaluation documents received from numerous sources, including persons living with HIV/AIDS, service providers, community-based organizations, Part B HIV Care Networks, Part A Planning Councils, colleagues from programs under all Parts of the Ryan White HIV/AIDS Treatment Modernization Act, AIDS Institute staff, advocates, evaluators and researchers.
