Mental Health Initiative
Program Description
Advancements in medical treatment have created changes in the HIV epidemic and given hope to those infected and affected by HIV/AIDS. Many people with HIV/AIDS are now living longer and facing new challenges and difficulties. Research reflects the complex relationship among HIV/AIDS, mental illness, and alcohol and substance use. Studies indicate that at least 30 percent of people with HIV may suffer from some form of mental illness.
A continuum of mental health services is necessary to address the full range of conditions affecting people living with HIV/AIDS. This service continuum includes evaluation, a comprehensive care plan addressing individual needs and coexisting disorders, treatment, support services, as well as specialized services for women, children, and adolescents.
Since 2000, the AIDS Institute (AI) has funded thirteen agencies statewide for the provision of mental health services within the HIV service delivery system, emphasizing the integration and co-location of mental health services with primary care and substance use treatment services.
A network of mental health providers (30 agencies) was established that includes the programs funded through this initiative as well as already existing grant-funded programs (all of which offer mental health services to persons living with HIV/AIDS). Service delivery models vary among funded programs, depending upon the targeted population. The range of services supported through this initiative includes psychiatric assessment/evaluation, treatment planning, psychotherapy, and care coordination; psychiatric consultation and medication management; and case management.
Standards of Care were established to guide all of the AI grant-funded programs in the provision of quality mental health care. The standards were developed by a statewide workgroup comprised of AI staff and clinical experts in the fields of mental health, HIV, and substance use. The Al has facilitated statewide provider meetings and has provided education and training to all grant-funded mental health providers on the Mental Health Standards of Care.
