Infertility Demonstration Program
Description:
Legislation signed June 2002 authorized $10 million to subsidize higher level infertility treatments in vitro fertilization (IVF) and gamete intra fallopian transfer (GIFT) for privately insured women for whom these procedures are not covered by insurance. The Department of Health, charged with implementing this Infertility Demonstration Program, invited selected infertility providers statewide to participate in this program. Providers who agreed to participate are responsible for billing NYS for costs associated with IVF and GIFT, after patient co-pays and insurance reimbursement, if any, are taken into account. The program began implementation the first quarter of 2003. With the start of the new contract cycle July 2005, the program now includes a subsidy for testicular sperm extraction (TESE) based on the services offered by the provider. Requirements: Ten providers participated in the program during the first contract cycle. Fourteen providers now participate in the program. Provider selection was based on published data on infertility providers in NYS (CDC's 2002 Assisted Reproductive Technology Success Rates).
Contract Term:
Funding was awarded for a period of two years starting 7/1/05. Continuation of this program beyond that period is dependent on the availability of funds.
